June 11, 2012 — Bandit, the Rowan County sheriff’s K-9 deputy, last Monday assisted Deputy Delmer Hall in a drug arrest.
Hall was traveling on Dry Creek Road when he observed Douglas Elam, 50, of Morehead, driving erratically.
Hall stopped Elam and as he approached the vehicle detected a strong odor coming from inside.
Hall requested assistance from the K-9 unit. Bandit and handler Deputy Dewayne Slone made a perimeter search of the vehicle.
Bandit was able to detect the presence of a controlled substance on both sides of the vehicle. A search found syringes with residue inside the vehicle.
Elam was charged with operating a motor vehicle under the influence first offense, possession of a controlled substance first degree, possession of drug paraphernalia and no operator’s license.
Elam was transported to St. Claire Regional Medical Center for a blood test when he became belligerent with the arresting deputies and hospital personnel. He was additionally charged with resisting arrest and disorderly conduct.
Elam also was served with an active warrant for non-payment of fines.
