A committee was expected to give Rowan Fiscal Court a recommendation Tuesday on the sole bid for the county’s new animal shelter, to be located on KY 519.
The Court held a special meeting July 31 to open bids, and members were surprised that only one was turned in by the noon deadline.
The committee, comprised of County Attorney Cecil Watkins, Magistrate Harry Clark, Deputy Judge-Executive Jerry Alderman and Subdivision Coordinator Nick Caudill, did not make the recommendation at Tuesday’s regularly scheduled meeting but three of the members met with Judge-Executive Jim Nickell the previous day.
“Harry met with Nick and Jerry yesterday and I sat down for a brief period of time,” Nickell said Tuesday at the Court’s regularly scheduled meeting. “I had to leave, but as you know, we had bid it out. We received one bid from Owens Construction and we’ve not heard from Brian Owens since then.”
Committee members did receive other bids after the deadline but none of the bids were acceptable by the Court’s standards.
Nickell said the bid from Owens Construction for $287,000 was “out of line.”
He told Owens shortly after receiving his company’s bid that the Court was going to do its best to keep the cost of the new facility under $250,000.
“That was not a real serious bid,” Clark announced on Tuesday. “We found out he really wanted to get into the loops where he could negotiate and, of course, it was outside of our scope, anyway.”
Josh Trent, who has an $8,000 contract with the county to design the shelter, said he was shocked that only one bid was submitted. He had spoken with several interested builders, he said.
Nickell told the Court Tuesday that Trent had estimated a maximum of $187,000.
“But I think the bottom line, we were at $394,971,” he said. “I mean, we’re talking about a block building; a cheap, block building.”
“It sounds like a motel,” Magistrate Troy Perkins said.
“We’re going to meet with Mr. Trent as soon as he can wiggle loose,” said Nickell. “We’re going to have a little meeting to make some adjustments.”
One adjustment that could be made, according to Clark, pertains to the facility’s drain.
“The drain that’s in the prints has been approved but there’s an optional way of doing that that may be somewhat cheaper,” he said.
“And roof material - $48,000,” Nickell interjected. “Now, I know we figured a metal roof but we may need to look at something else.”
County funds will be combined with a $150,000 grant to pay for the project.
“My suggestion to the court after talking with Harry and the committee is to continue to seek out some alternatives and see what we get here in a couple months,” Nickell said.
All members of the Court were in favor of Nickell’s suggestion. All bids were rejected, along with the original bid received from Owens Construction of 4913 Flemingsburg Road, Morehead. The Court will re-advertise for bids.
