Oct. 15, 2010 —
Elliott County Judge-executive David Blair and his son Barry Blair have been indicted by a federal grand jury for misuse of government funds and vote buying.
A federal indictment summons was served Oct. 13 on Barry Blair, retired fish and wildlife officer and former Elliott County deputy judge-executive. David Blair’s summons was served Oct. 14.
The Blairs were both indicted for conspiracy, theft and misappropriated use of funds and grant money.
An investigation by the Federal Bureau of Investigations was initiated in April, assisted by the Kentucky State Police.
The indictments were returned on Oct. 8.
The Blairs allegedly ordered county and private workers to haul and spread gravel on private roads and driveways and that David Blair personally hauled and spread the gravel.
The gravel was meant for use on county roads but the Blairs distributed it free to potential voters in an attempt to get their votes in the 2010 primary election.
