Sole bid too high on new animal shelter

Aug. 3, 2012 —     Members of Rowan Fiscal Court were expecting more than one bid to be submitted by noon Tuesday for a new animal shelter to be located on KY 519.  

    The Court held a special meeting that day to open bids.  

    Shortly after Judge-Executive Jim Nickell opened the meeting, he asked if anyone was standing in the hall that might be waiting to turn in a bid.

    “Did you say you only have one?” asked Nick Caudill, the county’s building inspector.

    “Only one has been given to me,” Nickell told him.

    One construction company representative was in attendance.

    Nickell announced a $287,000 bid from Owens Construction, Inc. of 4913 Flemingsburg Road, Morehead.

    The figure is $37,000 higher than the estimated cost of the facility.

    Josh Trent, who has an $8,000 contract with the county to design the new animal shelter, said he gave blueprints to several interested builders.

    “It was advertised three times in the paper,” Trent said.  “I had questions from several different contractors. I’m actually shocked that we only have one bid.”

    Brian Owens represented Owens Construction. He asked Nickell if he could work with the building designer to make adjustments to the plan, if needed.

    Nickell said a committee will determine if modifications should be made and if the county needs to advertise for more bids.

    “I can tell you we’ve been trying very hard and will continue to try to keep it under $250,000,” Nickell said.

    The funds will come from a $150,000 state grant and from the county.

    County Attorney Cecil Watkins will assist a committee comprised of Magistrate Harry Clark, Deputy Judge-Executive Jerry Alderman and Caudill.  

    The committee will review the bid and make a recommendation to Fiscal Court at its next regular meeting on Aug. 21.

    The animal shelter will house homeless cats and dogs from Rowan, Bath and Fleming counties.

    In other business, Court members learned repairs are complete on Hamilton Road Bridge. Flooding caused damage to the bridge, which was already on the Kentucky Transportation Cabinet’s 2014-2015 repair list.
